What kind of stone is it? a blue/green tourmaline?

I was told it was a Frank Ruebel design, but I searched his web site and find the pendant's center stone is a light blue topaz. This stone is much dark with mainly blue color and little bit of green.
The vendor says it is a PARAIBA. if experts here all believe this could be a paraiba tourmaline then I will send it out to get a report.

This stone measures 10.0mm X 10.0mm X 7.50mm.

If it is a paraiba tourmaline, and the photos are accurate, it isn't particularly neon, and therefore, I wouldn't pay paraiba prices. It could be "paraiba" topaz too, a coated topaz made to have paraiba color. It could just be a regular tourmaline or cuprian too.

Thanks. I did not pay paraibe price. But If it was a topaz, then I paid a little bit too much.
 
It is a little too clean to be a checkerboard cut neon paraiba. Paraiba is rarely cut like that. Especially for such clean material.

The reason for the higher price is due to the designer name.

Chrono, You are truly AWESOME! Better than Google! I now believe it is a topaz, because it matches the description.
