So my appraiser came up with a total fair market value of $15,500 , nearly $10K short of the negotiated price. His main reasons for the lower estimate were the elongated cut, which led to facets being further away and thereby lower brilliancy, and the color - he would have preferred a little more saturation and slightly darker tone. On the plus side he loved the clarity and the even color distribution.
So with a heavy heart, I'll be returning this stone and getting my money back..
To be honest, I loved the stone ! Apart from the clarity, what I liked was the lack of zoning and the hue - very electric green. It almost has the fluorescent green look of a Tsavorite garnet. The cut makes the face a lot bigger and there's just a small window. To me, the only downside was the <3 ct size.
The stone is also not a carat break so I thought I actually managed to bring the stone price down. The initial ask was $15K/carat, I paid a little less than $10K/carat. The stone was on a display at an antique store set in the ring for $90K (crazy retail markups !). I haven't been able to get a second appraisal opinion because everyone is booked up due to the Vegas show this week.

Emeralds aren’t supposed to be brilliant, and stones with elongated cuts are especially desirable in emeralds. Oh well, I thought the saturation was nice in the photos and video. The clarity was impeccable and I think his estimate was way too low.
Onward with your search I guess.
I've asked for one more week to get a second opinion. I think the appraisal was very conservative. Also, there is no GemGuide matrix for untreated Colombian emeralds, there's only one for treated ones. So the appraiser was looking at recent market transactions for data. The dealer asked the shop to unmount the stone as I didn't want the original setting.

Does anyone have any recommendations for such specialists in the San Francisco Bay area ?
I think the OP is confusing brilliance with sheen. This stone has a nice sheen to it, while a diamond, for example would be more brilliant.Depends on what you are wanting..color? size? brilliancy? For a ring? pendant? Or investment? I think the shape is difficult to make into a piece of fine jewelry and you would have to do a custom piece. I do like the color, but not sure if the saturation is even across this piece as the cut is making it difficult to determine from the video. And @TL said in an earlier post emeralds ‘Emeralds aren’t supposed to be brilliant,’ so while the size for an emerald is large, color is favorable, brilliancy I rather see in a diamond and
saturation is questionable (hard to determine because of the fantasy/unusual kite type of cut)...the shape is not my favorite so I wouldn’t even consider it. But hey, thanks for posting it here for all of us to view.

unusual shape.. calls for a specific designer to help you..
I prefer the traditional shapes.
ALso, how did you post video images on here? I am having difficulty.
I had to upload video on You Tube and then link the you tube video to PS.
In my opinion I'm completely enamored by it! I'm not exactly sure how it could be set elegantly as the shape is very strong and less feminine/traditional but I'm sure theres a way to make it stunning.
The clarity and color are ideal for me but like voce it would ultimately come down to the price.
Since its not the "trade ideal" for color it should cost a little less.
But personally this color is MY favorite.
The ring or piece made with this shield would be less feminine and soft and more intense/masculine/powerful.
Do you love it?
Good luck!
Oh the color is really good but I won’t be able to sleep searching setting references all night. The shape is very challenging
I LOVE the shield one. But yes, it would be harder to set. But it would be a unique and "strong" design, which would be amazing IMHO.
